Basic Function

The current vacancy is in the Parks & Recreation Department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

Coordinate or perform assessments of department-owned and leased facilities; analyze all relevant data to determine facilities' long-term needs; develop and implement long-range plans for capital improvement, preventive maintenance and space development for department facilities; present oral and written recommendations for improvements/plans and funding requests; coordinate building improvement and space development projects; and perform related duties as assigned.

Flexible Workplace
This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Examples of Work Performed

  1. Compile and organize historical data on improvements and replacements made to building structures and systems, including data from audits conducted through the Xcel program, and through the Enterprise Asset Management program, records related to compliance, and results of audits of the mechanical, electrical and structural systems of the department’s facilities.
  2. Coordinate ongoing assessments and inspections of the electrical and mechanical system components, interior and exterior structural condition, levels of lead and asbestos present, and air quality for the department’s facilities.
  3. Analyze and evaluate historical data and the results of inspections to predict and plan for future building maintenance and renovation/replacement needs; forecast the remaining useful lives of all facilities and facility systems and estimate the costs of repairs and replacements; compile and maintain the facility inventories and data.
  4. Determine the status of compliance with all local, state and federal regulations.
  5. Assist in coordinating and implementing a long-term capital improvement plan for all facilities, balance replacement needs with expectations of available funding levels.
  6. Assist in solicitation, contracting, and administration of maintenance and construction projects; assist in compiling and executing annual capital maintenance plans.
  7. Evaluate facility energy usage and coordinate energy efficiency and reduction projects; recommend preventive maintenance programs which will extend the useful lives of building components, reduce operating costs and incorporate new technology.
  8. Work with the department management in making recommendations for facilities' improvements and maintenance plans and in implementing recommendations.
  9. Provide project management services for building improvement projects based on the long-term capital improvement plan and coordinate the work of contractors and vendors to ensure proper performance including coordination of routine staff location moves.
  10. Serve on internal and external task forces or committees related to capital improvement planning, facility accessibility, or safety.

Minimum Qualifications

Education: Associates Degree in Business Administration, Construction Management, Architecture, Engineering, Project Management or related field.

Experience: Two years of experience in project management and/or building project planning that included analysis of building conditions and system requirements.

Substitution: Equivalent combination of education and related experience.

Certifications/Licensure: None.

Exam/Screening Process Information

The examination process will consist of the following sections with each section weighted as indicated:

Step 2. Training and Experience Rating = 100%

The examination for the Facility Improvements Coordinator will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions - do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Facility Improvements Coordinator. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been certified and of their status.

The top 20 scores of all applicants who pass the examination with a score of 70 or higher will be forwarded to the department for further consideration.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.
