Basic Function

The current vacancies are in the Public Works department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

Assists with engineering and land surveying assignments in the office and in the field including construction inspection, traffic engineering, land surveying, project design and project management; and to perform related duties as assigned. (This is the entry-level classification in the Engineering/Surveying Technician series. The duties performed in this classification enable employees that meet experience requirements to advance to Engineering/Surveying Technician 2 through demonstration of the required knowledge, skills and abilities.)

If an internal candidate is selected, salary will be set in accordance with the personnel rules (i.e., promotion, transfer, or voluntary reduction).

Hourly range for Engineer Tech 1: $21.31 - $32.93
Hourly range for Engineer Tech 2: $24.67 - $37.96
Hourly range for Engineer Tech 3: $27.74 - $43.40

Examples of Work Performed

  1. Assist in setting up work zone traffic control systems for various engineering and land surveying projects to ensure the safety of personnel, the public and equipment.
  2. Assist in testing, maintaining and cleaning survey equipment. Inventories and loads work truck with supplies, materials and equipment necessary to perform survey field work.
  3. Index, file and maintains various construction and land survey records.
  4. Assist in land survey and engineering survey fieldwork.
  5. Using AutoCAD Civil 3D, assists in design, drafting and mapping which includes: completing vertical and horizontal alignments of roads with allowances for driveways and other features, setting curb elevation, and adjusting storm sewer location to avoid conflicts with utilities; develop pre-design layouts; prepare Certificates of Survey, Highway Right of Way Plats, description exhibits, and illustrative graphics.
  6. Assist in engineering and land surveying computations and analysis.
  7. Assist with inspection of construction projects to ensure compliance with state and project specifications. Assist in testing aggregate, bituminous and concrete materials for quality control.
  8. Assist in researching engineering, land surveying and property records.
  9. Assist in examining proposed subdivision plats, Common Interest Community plats and Registered Land Surveys for mathematical accuracy and general compliance with state statutes, professional standards, county ordinances and procedures.

Minimum Qualifications

Engineer Tech 1

Education: High school graduation or equivalent and completion of a two-year vocational/technical program in drafting and engineering/survey technology, or comparable specialized training.

Experience: None.

Substitution: None.

Other: A valid driver's license

Engineer Tech 2

Education: High school graduation with coursework in mathematics; and completion of a two-year training program in technical drafting and engineering technology, or comparable specialized training.

Experience:
Two years of experience as an engineering technician or equivalent.

Substitution:
An equivalent combination of education and experience.

Certification/Licensure:
A valid driver’s license.

Engineer Tech 3

Education: High school graduation or equivalent and completion of a two-year vocational/technical program in drafting and engineering/survey technology, or comparable specialized training.

Experience: Five years of experience as an Engineering/Surveying Technician.

Substitutions: An equivalent combination of education and experience.

Certification/Licensure: A valid drivers license.


Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%
The examination for Engineer Tech 1-2-3 will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as an Engineer Tech 1-2-3. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 3 months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been certified and their status.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

The names of all applicants who pass the examination with a score of 30 or higher will be forwarded to the department for further consider.

Criminal Background Checks: All employment offers are conditioned upon the applicant passing a criminal background check. Convictions are not an automatic bar to employment. However, making false statements or withholding information will cause you to be barred from employment, or removed from employment.

E-Verify Participation: Ramsey County participates in the federal E-Verify program. This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment.
