The purpose of this position is to supervise, develop, and administer programs designed to achieve high quality broadband access for all Minnesotans and to support and promote the skills necessary to adopt and use broadband tools for economic, educational, health, and institutional benefits. Programs administered include the following:

  • Border-to-Border Infrastructure Grant Program which provides state and/or federal financing for DEED-approved broadband infrastructure expansion projects (including the Low-Density Pilot Program and the Line Extension Program).
  • Supporting and maximizing Minnesota entities participation in federally funded broadband infrastructure program.
  • Digital skills, broadband adoption and use of programs. The position supervises infrastructure grants staff who provide technical assistance and administer grants to partners to carry out duties on behalf of the state.

This position will include statewide and national travel.

This position is telework eligible and is occasionally required to be on-site at an office listed below and DEED Headquarters in St. Paul. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.

Minimum Qualifications

Four (4) years* of supervisory experience along with experience in budget, fiscal, and grants management focusing on the analysis/forecasting of complex programming, policies, procedures, and techniques

  • Bachelor’s degree in Business, Accounting, Finance, Public Administration, or other closely related field as determined by the agency may substitute for one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Experience with state and federal broadband grants administration
  • Experience implementing state laws, rules, regulations, and policies related to broadband and budgetary and fiscal processes
  • Experience interpreting, communicating, and applying complex state statutes or federal laws to division/program-level work
  • Ability to lead and manage diverse staff
  • Ability to manage complex budgets, grants, and contracts related to broadband, including preparing and monitoring budgets
  • Incumbent must maintain valid driver's license and insurance OR have other reliable transportation

Preferred Qualifications

  • Experience with the SWIFT (StateWide Integrated Financial Tools) system
  • Knowledge of project management
  • Ability to handle multiple tasks at once
  • Ability to identify innovative ways to address community and diverse partner needs
