The Project Manager and Implementation Specialist supports DEED’s efforts to drive innovation within and across its customer-facing services by leading the implementation efforts of high-priority, cross-agency initiatives.

The role will be embedded within the agency’s Customer Innovation team, an internal consulting, facilitation, strategic planning, and continuous improvement team that drives agency efforts to understand and improve the experiences of both internal and external customers of DEED’s program and operational teams. The Implementation Specialist will act as a project manager for major Customer Innovation projects once they reach the implementation phase, coordinating with cross-functional teams and subject matter experts to develop and operationalize detailed implementation plans, track progress, keep stakeholders apprised and bought-in on project goals and progress, and set projects up for long-term success.

This position is telework eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Minimum Qualifications

Three (3) years* of project management experience, managing complex, high-priority projects with cross-functional teams

  • Bachelor’s degree in Business Administration, Organizational Management, Organizational Development, or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience

Applicants that meet the above minimum qualification will be further evaluated on the following:

Experience in:

  • Facilitating and consulting on organizational change initiatives
  • Developing and maintaining relationships with internal and external stakeholders
  • Human-centered design, continuous improvement processes, or systems change problem solving techniques

Skill in:

  • Managing workloads, competing priorities, working in ambiguity, and still meeting strict deadlines
  • Collecting, analyzing, and interpreting data and writing reports
  • Using Microsoft Office Suite products (Outlook, Word, Excel, Teams, PowerPoint, etc.) or similar software

Preferred Qualifications

  • Knowledge of economic development and/or workforce development programs and structures
  • Knowledge of internal operations or shared services divisions such as finance, contracting, Information Technology (IT), and Human Resources (HR)
  • Knowledge of the principles and methods for driving systems change with an equity lens
  • Experience working with senior leadership across multiple departments
