Job Summary

About the Paid Leave Division:

Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.

We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us-workers, employers, caregivers, and insurers-to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program.

The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.

Position Purpose

The Communications Specialist will support external content creation for the Paid Leave program, including written content for the Paid Leave website and print materials which may include fact sheets, flyers, posters, frequently asked questions, and other content. Content created, reviewed, or edited by the Communications Specialist may also include external and internal email newsletters, public presentations, spoken remarks, internal knowledge base articles, and product documentation. This position will provide copywriting and technical writing services and may provide additional technical support and training to department staff.

Key Responsibilities Include

  • Provide content creation and public information services for the Paid Leave program.
  • Make decisions and act on expert knowledge of communications to craft language on difficult policy issues or complex topics.
  • Edit and provide professional advice on materials drafted by Paid Leave subject matter experts.
  • Support internal communications such as team email updates, presentations, speaking remarks, and other team communications needs.
  • Develop and implement reporting systems and data metrics to measure communications program success. This posting may be used to fill multiple positions.

This position is telework eligible and is occasionally required to be on-site at the office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.

Qualifications

Minimum Qualifications

Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

Two (2) years of experience in communications, public relations, marketing, technical writing, copy writing, or a related field.

Applicants that meet the above minimum qualification will be further evaluated on the following:

Skill in diverse communication methods to share information.

Project management skills to track project and task status.

Ability to interpret, revise, and draft public administration texts, documents, and literature, including bulletins, manuals, and technical materials. Present information to various regional and statewide audiences.

Preferred Qualifications

Knowledge in technology and software tools such as Microsoft Office and Adobe Acrobat.

Skill in basic audio, video, image or graphic editing.

Knowledge of AP style and federal and state laws, Executive Orders, guidelines, policies, and procedures governing appropriate and legal communication requirements, such as plain language.

Knowledge of DEED programs and services or experience communication about government programs and services.
