This position exists to coordinate the Department of Employment and Economic Development's (DEED) federal, state, and local workforce program performance reporting and to provide workforce program performance technical and policy expertise throughout DEED, including to the Commissioner, Deputy Commissioners, and senior leaders. This position will provide the following:

  • Agency-wide oversight, guidance, and technical expertise for workforce program reporting to ensure the accuracy and timeliness of products and the alignment of definitions and methods with relevant legislation or other statutory guidance
  • Expertise and guidance agency-wide, and with external stakeholders, for the development and production of performance management and evaluation systems
  • Strategic direction for system integration and data sharing across DEED’s programs
  • The identification of inconsistencies and errors within DEED data management systems including: summarizing issues and communicating with affected stakeholders and collaborating to design solutions
  • Assistance to workforce program stakeholders to understand and explain their performance measures to constituent groups, such as community partners, Workforce Development Boards, and the public

Key Responsibilities:

  • Design and maintain a data lake that allows the agency to combine data from across the Workforce
  • Development system to enable advanced reporting and improve user experience
  • Coordinate with DEED, MDE, M State, and MN.IT staff to oversee the collecting, compiling, analyzing, and reporting of Minnesota's program performance accountability metrics for WIOA Titles I, II, and III, NDWG, TAA, JVSG,MSFW, and Perkins programs to various federal agencies to fulfill the state’s federal reporting requirements
  • Applying expert knowledge of data systems, data analysis techniques, and department needs, design, build, and disseminate reporting products to meet the planning, evaluation, communication, and reporting needs of the department, partners, other state agencies, and other stakeholders
  • Serve as a statistical, results measurement, and continuous improvement expert for PTM in their service to workforce programs at DEED. Initiate, design, lead, refine, and provide analysis of performance measures with emphasis on customer outcomes sufficient for leadership to make informed and strategic decisions

This position is telework eligible and is occasionally required to be on-site at the office in St. Paul. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Minimum Qualifications

Four (4) years of experience in advanced structured query language (SQL) scripting skills and experience working in a SQL server relational database environment

Applicants that meet the above minimum qualification will be further evaluated on the:

  • Experience in the use of technical methods and software for the gathering, processing, manipulation, and presentation of data including SQL (structured query language), R, STATA, SPSS, Visual Basic for Applications (VBA), and SQL Server Reporting Services (SSRS)
  • Experience communicating complex information in written and presentation form
  • Experience in relationship building to be a strong representative of a team
  • Ability to coordinate and collaborate with others
  • Ability to prioritize, work on, and complete multiple complex projects at once
