Summary:

Supports the core business and operation activities of the Credit and Risk Management department, including account management activities associated with extensions of daylight and overnight credit, reserves administration, evaluation of collateral, and monitoring counter-party risk, typically for complex and moderate to high-risk institutions. Provides analytical support and leads project coordination to support functions of the Credit and Risk department. Conducts financial, collateral, or economic analysis or surveillance activities requiring a high level of knowledge and expertise. Represents the department to Bank management and financial institutions. Assists junior staff, resolves problems, and provides analytical and administrative support to management.

Key Responsibilities:

  • Analyzes the financial integrity of banks, thrifts, and credit unions (including moderately to highly complex and moderate to high-risk institutions) to assess access to daylight and overnight / short term credit and other Reserve Bank services. Conducts financial analyses of corporations and other business entities for counter-party risk to the Reserve Bank. Analyzes broad range of loans and investment securities pledged as collateral for acceptability and appropriate value. Independently analyzes institution account and reserves management practices.
  • Enforces Board of Governors, System, or local policies and guidelines, and ensures execution of appropriate legal documents. Independently counsels senior institution management regarding these policies and possible penalties for violations or communicates with senior management officials to implement risk controls, demands collateral, and resolves outstanding issues. Implements and processes fines as required.
  • Coordinates activities related to account openings and account closings. Coordinates Reserve Bank service activities with the FDIC or NCUA for high-risk or failing institutions. Ensures protection of Reserve Bank assets and ensures compliance with System and local guidelines for managing institution failures. Resolves any issues arising in the aftermath of institution failures.
  • Provides support for production systems, including maintaining routine processes and participating in testing for application releases. Documents existing workflows/procedures and creates new processes as needed. Identifies best practices and suggests how to improve current business practices. Leads or assists in studies to improve operational efficiency. Independently, prepares reports and documentation to support proposed recommendations.
  • Leads or participates on System work groups, analyzing and influencing policy formulation.
  • Provides support for various department assignments, such as information security access and reviews, COSO/SOX testing, or other management audits.
  • Responsible for processing advance and payment requests
  • Responsible for nightly closing of Discount Window operations (Working hours of 10:00 a.m. – 7:30 p.m. (9-hour day) or 11:00 a.m. - 7:30 p.m. (8-hour day))

Education: Bachelor's Degree or 4 years equivalent experience; Bachelor's Degree preferred

Experience: Five to Eight years preferred
