About the Opportunity:

The Identity, Security and Network Department has an immediate opening for a Federal Reserve Bank Network Operations Manager reporting to the Vice President of the Network Product Line.

You will manage employees and supervisors/leads in the areas focused on managing specific technology components and the integrated technology environment for Reserve Bank LAN and WAN networks. You will manage the oversight of areas including: configuration, administration, maintenance, security and incident/problem resolution of network hardware and software. In addition, you will implement department plans and help control resources and policy information and receive guidance from senior management, as appropriate. This manager level position manages individual contributors and supervisors. You will oversee hiring, performance issues and appraisals, and pay reviews. Perform additional incidental responsibilities as assigned. You will have direct reports.

What You Will Do:

  • Manages staff and orchestrates team efforts to meet critical business objectives and make significant contributions to achieving goals in areas focused on managing specific technology components and the integrated technology environment.

  • Develops and implements business and operational standards. Review business and system requirements, operational needs, and other criteria to ensure efficient operations in areas focused on managing specific technology components and the integrated technology environment.

  • Oversees the execution and adherence of policies, procedures and processes for FRIT, ensuring the strategies and activities are consistent with the business objectives and goals.

  • Identifies and advocates changes in business and administration area, and/or operations with focus to improve/increase reliability, maximize performance, and reduce costs. Recommend policy changes and process improvements to align with departmental goals and business/client needs.

  • Consults with Division management on divisional strategies and organization, leadership, and staff performance matters. Areas of activity include talent management through proper succession planning programs for key contributors, training and development programs to help position staff for success and more significant responsibilities and to enhance employee knowledge and understanding of the Federal Reserve System, national IT, and FRIT. Main participant in performing personnel actions (i.e., hiring, terminations, promotions, performance appraisal, and training).

  • Participates in the department's resource management process. Plan and execute a course of action based on sound business decisions and effectively identify potential cost-saving opportunities, and resolve resource constraints. Improves and supports business activities through ensuring objectives, goals and client needs are met.

  • Represents department in organization level projects and task forces to enhance relationships, communications, services and address critical. 8) Lead cross-functional team initiatives and Department process improvements. Perform other duties as assigned.

Qualifications:

  • 5 years management experience leading network engineers

  • Knowledge and experience working with Cisco Campus networks platforms and MPLS (Multi-Protocol Label Switching) and SDWAN (Software Defined WAN) technologies.

  • Bachelor of Science in IT discipline or equivalent work experience is required.

  • Experience working in environments under change control and the ability to assess change risk.

  • You will apply a high degree of subject matter expertise; continually striving to build on this knowledge to produce results that meet customer needs and FRIT goals and objectives. Advanced working knowledge of department/business lines, Reserve Banks, and System operations, policies, procedures and technologies.

  • Ability to demonstrated management-level expertise to direct functions in in a rapidly growing business environment, while influencing others to gain support for ideas or accept a desired course of action. You will shape the direction of others and motivate through inspiring commitment, trust, and respect.

  • Excellent organizational and communication skills, creativity, attention to detail (compliance), and negotiation skills to interpret results, develop communications and recommend improvements.

  • Able to present information within all settings in a credible, confident and influential manner. Communicates in a concise, direct and purposeful way.

  • Excellent customer service skills and demonstrated ability to interact with anticipated audiences in a courteous, service-oriented manner.

  • You will be responsible for understanding and applying risk management discipline to ensure appropriate controls and risk management throughout area of responsibility.

  • Sponsorship is not available for this role. The selected candidate will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Eligibility for this specific position requires U.S. Citizenship.

  • The hiring range is $122,200 – $168,080 annually.

  • For candidates outside Richmond, VA, listed hiring and salary ranges may be adjusted based on your geographic location.

  • Salary offered will be based on the job responsibilities and the individual’s knowledge, skills, and experience as defined in the job qualifications.
