What we do:

The Supervision Group of the Federal Reserve Bank of New York (FRBNY) supervises banks in the Second District. The objectives of supervision are to:

  • Evaluate and promote the overall safety and soundness of supervised institutions
  • Ensure supervised institutions’ compliance with relevant laws and regulations, including consumer protection
  • Facilitate the stability of the financial system of the United States
  • Support the growth and stability of the U.S. economy

Supervision is carried out through a combination of methods, including on-site and off-site examinations involving staff dedicated to the supervision of an individual firm and other professionals focused on analytical, policy and risk matters. Supervision is coordinated with other US agencies.

The Business Services function maintains a high-quality operational environment in support of the Group’s analytical, exam and policy activities; assesses and mitigates risks associated with the Group’s business lines; provides data and technology support for Supervision staff; conducts quality assurance and establishes a dynamic learning and development curriculum for staff, including the administration of examiner commissioning. The function is also responsible for ensuring that the business lines are well-positioned to meet the Group’s strategic objectives.

Your role as a Learning and Development Program Administrator (Examiner Commissioning Program):

Responsible for designing, implementing, and administering programs that make the best use of the Bank’s human capital and ensures maximum return from talent. Activities include conducting talent assessments; conducting organizational design analysis, planning for leadership and management succession; managing performance measurement systems; conducting employee/engagement research, conducting workforce planning & analytics; planning, analyzing, organizing, and developing training curricula, materials, and programs; managing the delivery of internal and externally provided training; Advising management on strategies that ensure a productive and harmonious workplace; Implementing measures to increase employee morale, motivation and satisfaction; Developing and conducting diversity/equal employment opportunity programs, training, and compliance.

Responsibilities include:

The administration of the Examiner Commissioning program (ECP), creating the Local Training Composite Plan, monitoring of the Learners’ progress and the ECP, and management of Active/Dormant Commissions. Coordination around design of program, succession planning, prioritization of learners, communication with the Board, and how the commissioning program evolves to support strategic needs.

What we are looking for:

  • Examiner or audit experience preferred.

  • Ability to work independently with limited supervision, and capable of managing projects/processes as needed.

  • Experience coaching, review other works and providing constructive feedback. Coaches and reviews the work of other professionals.

  • Ability to resolve difficult and complex problems.

  • Ability to Influence others regarding policies, practices, and procedures.

  • Experience in learning and organizational development demonstrated through education and/or experience preferred.

  • Ability to manage multiple priorities, flexible and adaptable to changing circumstances.

  • Proficiency with Word, Excel and PowerPoint to utilize on business documents.

Salary Range: $132800 - $177800/ year
