Federal Reserve Bank of MinneapolisThe Stress Testing National Program is seeking an IT Project Manager to work in the Operations Group. The Stress Testing Program assesses whether U.S. bank holding companies (BHCs), covered savings and loan holding companies (SLHCs), and intermediate holding companies of foreign banking organizations (IHCs) with $100 billion or more in assets (together, referred to as “large banks”) are sufficiently capitalized to absorb losses and continue lending to households and businesses under stressful conditions. The stress tests evaluate the resilience of large banks by estimating their losses, revenues, expenses and resulting capital levels—which provide a cushion against losses—under hypothetical recession scenarios into the future.

Essential Functions:

  • Manages, coordinates, and monitors all activities for a variety of small to moderate automation projects related to new products, services, web solutions or automated systems implementations which have significant FRS or Bank-wide impact
  • Consults with all levels of Bank and FRS management, staff and customers on services, products and automation or systems solutions for business problem solving, conflict resolution, and decision-making
  • As needed, provides the translation between the technical automation or systems solution and business line processes
  • Coordinates and monitors all stages of project management including initiation, planning, execution, implementation, and closure, ensuring compliance with System and industry standards, methodologies, and guidelines
  • Ensures delivery of necessary artifacts throughout project
  • Develops project agreements or charters based on requirements, risk, and complexity of potential solutions, and creates project plans accordingly
  • Ensures all of the project`s technological requirements and objectives are correctly gathered, documented, understood and properly translated for implementation
  • Ensures agreement from project sponsor(s) and stakeholders is received for initial scope and project plans and any changes throughout the project lifecycle
  • Directs all aspects of the project team, with support from management to assign individual responsibilities, tasks, priorities, and technical functions
  • Identifies the project`s key success indicators and manages the work within scope, quality, time, and cost constraints
  • Manages to successful outcomes through identifying and addressing issues and risks
  • Serves as a key liaison between project team, vendors and Bank and FRS management, and business line users, and plays a primary role in FRS workgroups
  • Coordinates the implementation, training, and documentation of related procedures
  • Effectively prepares and delivers written and oral communications, including presentations to audiences
  • Creates and provides consistent and comprehensive status reports, project updates and on-going cost analyses
  • Evaluates completed projects in comparison to cost/time projections
  • Works under general direction, making decisions with limited guidance and instructions, seeking assistance as indicated.
  • Responsibilities will include project planning and monitoring, risk and issue tracking, governance and technical documentation, stakeholder relationship management, Scrum management, release management, interdependency targeting and coordination, change control procedure documentation, dashboarding and reporting, or code migration support, on an as-needed basis.
  • Familiarity with SDLC methodologies, including Scrum, Agile, Kanban, and CMMI.
  • Understanding of technology and business controls.
  • Ability to identify, solution, and mitigate project risks, issues, and blockages.
  • Experience in technical documentation and/or business analysis with a focus on lifecycle documentation and artifacts, such as scope, requirements, process documentation, traceability matrices, technical specifications, process flows, test plans, test scripts, training scripts, wikis, user guides, quick reference guides, and release notes.
  • Strong understanding of standard grammar and style guides (e.g., Chicago, AP, etc.) and proofreading skills.
  • Ability to leverage both technical and project management skills to accomplish collaborative reverse-engineering of business requirements, architecture documentation, technical specifications, etc.
  • Intermediate to advanced abilities with standard Microsoft tools: Word, Excel, Project, and Visio.
  • Familiarity with standard version control systems (i.e., GitLab, GitHub, Azure DevOps, BitBucket).
  • Ability to manage system releases through all phases from pre-planning to closeout.
  • Expertise in an additional area of SDLC preferred, e.g.
    • Testing (e.g., UAT, automated testing, writing test plans, test scripts, etc.)
    • Customer relationship management
    • Basic administration of standard project management tool suites (e.g., Azure DevOps, Jira)
    • Data and information reporting and visualization/MIS
  • Experience in programming preferred, preferably Python, R, Tableau, or SQL.

Education and Experience:

  • For IT Project Manager II:
    • Bachelor’s degree or equivalent combination of higher education and/or experience.
    • Minimum 3 years’ experience in managing small to medium Business and/or IT projects.
    • Understanding and experience with project methodologies such as waterfall and/or agile.
    • Understanding and experience with end-to-end project lifecycle and standard artifacts.
    • Ability to effectively facilitate and summarize meetings.
    • Strong organizational skills as well as oral written and communication skills.
    • Ability to work effectively and collaboratively with others through demonstrated leadership, communication, and negotiation skills.
  • For IT Project Manager III (Senior):
    • Bachelor`s degree or equivalent combination of higher education and/or experience. Bachelor`s degree in Business, Computer Science, or related field, preferred.
    • Minimum 6 years of direct work-related experience in automated systems, systems development, and/or an information technology environment, or equivalent combination of related higher education and experience.
    • Understanding and experience with project methodologies such as waterfall and/or agile.
    • Understanding and experience with end-to-end project lifecycle and standard artifacts.
    • Demonstrated ability to effectively facilitate and summarize meetings.
    • Strong oral and written communication skills, gearing communications to the level of the audience.
    • Project Management certification preferred, i.e., Project Management Professional (PMP) or Certified Scrum Master (CSM).
