Summary:
You will maintain accountability for, direct and coordinate the Bank’s Financial Management Accounting Services functions. You will report to the Vice President, Financial Management & Planning Controller.
Responsibilities:
Oversee and direct Accounting Services.
Lead the Bank’s accounting functions. Provide oversight and direction of Financial Reporting and Compliance, General Ledger, Capital Asset and Project Accounting, Discretionary Spending, and Expense Accounting.
Represent the District on System groups that set policy and strategic direction for accounting. Collaborate with the System’s Financial Support Office on matters of strategic importance to the district and System. Consult with senior management and division leadership on special projects related to accounting and/or financial management.
Establish and maintain financial management policies and procedures for the organization. Ensure successful implementation of FRS pronouncements and ensure alignment of local policies with System directives. Maintain strong internal controls, and ensure efficiency of operations and procedures.
Oversee formulation, implementation and administration of Advisory Letters and District Procedures. Actively monitor and review the Bank’s financial and accounting policies, procedures and practices and proactively implement change to increase the efficiency and effectiveness of operational practices and procedures that impact bank users.
Perform personnel management functions such as hiring, staff development counseling, employee performance appraisals, compensation decisions, and other personnel actions. Establish an environment of trust, collaboration, and teamwork for areas of responsibility and promote a culture of inclusion and respect among team members, department staff, and the bank.
Highly Specialized or Technical Skills/Certifications:
· CPA Preferred
· Knowledge of Generally Accepted Accounting Principles (GAAP)
· Knowledge of Federal Reserve Accounting Manual (FAM) and Federal Reserve Administrative Manual (FRAM)
