Federal Reserve Bank of St. LouisWe are looking for a Law Enforcement (LE) Chief to be based in Memphis, TN. Reporting to the Vice President/Director of Law Enforcement, you will be experienced in law enforcement practices, operations management, people management, and performance management. Primary responsibilities are to influence operational and administrative processes, oversee staff performance, and pursuing department programs resulting in a safe work environment for Federal Reserve employees, contractors, vendors, and visitors.

You also will help develop strategic plans, ensure departments are compliant with corresponding policies, procedures, and standards, maintain knowledge of important infrastructure and corporate security best practices, and competencies aligned with the Bank’s core values. As Chief, you will manage our daily operations and resources to provide a safe environment and to protect Bank operations and assets; and will work very close with the two LE Chiefs in the St. Louis office.

Responsibilities

  • Oversee assessment and mitigation of security risks and the development of an organized and safe LEU operations; hold self and staff accountable for outcomes. Ensure established procedures are followed and that all LEU security and life safety systems and equipment are operating as intended.
  • Work with other members of management, including Senior Management, to resolve escalated issues.
  • Perform personnel management responsibilities such as hiring, employee relations matters, compensation decisions, and prepare meaningful development plans and performance reviews.
  • Lead staff development programs to develop future leaders through talent and skills development, assignments, and monitoring. Motivate and coach staff to meet operational and succession goals.
  • Establish and pursue department goals to support the Bank’s strategic plans; ensure law enforcement staff understand, on, and executes short- and longer-range plans.
  • Adapt departmental strategies to address resource and operational challenges.
  • Foster an atmosphere of integrity, mutual respect and trust between management and staff.
  • Contribute to the performance of the full range of LEU/Protection functions such as inspections, audits, identification of vulnerabilities, assessment of risks, and recommendations.
  • Assume incident command during emergencies and critical incidents; in the absence of the Director, work directly with senior Bank executives to provide guidance and make important decisions. Direct and monitor emergency response, operational plans and other related activities.
  • Participate in the evaluation and acquisition of new equipment and techniques; coordinate the installation or replacement of security equipment.
  • Partner with local, state, and federal law enforcement according to LEU/Bank goals.
  • Plan and participate in Executive Protection details and special event security operations.
  • Serve on Bank and Federal Reserve System teams, workgroups, or subcommittees.

Qualifications

  • Bachelor's degree in Criminal Justice, Business Administration, or similar fields of study or commensurate experience.
  • 10 years’ experience in law enforcement with 7+ years of professional upper level leadership experience, which includes people, operations management, and progressive general management experience. Experience is Law Enforcement, relevant Federal Reserve experience, or in a related field.
  • Valid driver's license and must not be prohibited from being licensed or driving in any U.S. state.
  • Experience in Federal, State, Municipal or Military law enforcement background helpful.
  • Expertise communicating and building support for ideas and achieving results.
  • Can evaluate the costs, risks, and benefits associated with alternative actions before making decisions.
  • Will meet qualification standards of a Federal Reserve Law Enforcement Officer (FRLEO) within six months of employment; must maintain FRLEO designation.
  • Strategic vision and accomplished organizational skills.
  • Able to maintain minimum of a National Security Secret level clearance within expected timeframe established by the Federal Reserve.
  • Travel (10%).
  • The position requires Secret clearance and additional screening due to the information accessed while performing the job. These additional screenings would be initiated at the time of offer acceptance. Employment can begin before the full screenings are completed; however, continued employment is contingent on acceptable screening results. You must undergo an enhanced background check and comply with all applicable information handling rules.
